[tin-bugs] C99 compatibility fixes for the configure script

We are trying to get Fedora ready for building with a future GCC version
which rejects certain language features that were removed in 1999:

The configure script needs a few changes to avoid triggering implicit
function declarations.

The attached patch is relative to tin 2.6.1.
