No. tin works correctly on F38.
A lot has changed, actually:
gcc: 13.0.1 => 13.1.1
byacc: 2.0.20221106 => 2.0.20230521
gettext: 0.21.1 => 0.22
gnupg2: 2.4.0 => 2.4.3
icu: 72.1 => 73.2
make: 4.4 => 4.4.1
ncurses: 6.4-2.20230114 => 6.4-5.20230520
openssl: 3.0.7 => 3.0.8
There's a new GNOME version, as well (44 => 45).

Yes, the issue occurs with 2.6.2 as well.

I don't have my F39 machine at hand at the moment, but I think I tried
in xterm and it was the same. I'll check again and confirm.

Ok, I'll adjust the configure call and see if that helps. What about
"--enable-prototypes" option?
