[tin-bugs] `beginner_level=OFF' does not remove the netiquette reminder

Hello,

The `beginner_level' variable in tinrc does not work as
advertised: although it does toggle the mini-menu of common
commands, it fails to disble the "Check Prepared Article"
screen with brief netiquette guidelines that `tin' displays
every time prior to posting, which is annoying.  I observe
this with:

tin 2.6.2 release 20221225 ("Pittyvaich")
