[tin-bugs] `beginner_level=OFF' does not remove the netiquette reminder

I wrote:

I misunderstood this variable: it does not bypass the "Check
Prepared Article" screen, but merely hides the netiquette
remider form it.  Is there a way to bypass the screen
altogether, so that `tin' should post the article
immediately upon exit from the editor?
