you didn't say which pgp/gpg version your a trying to
use and how tin was compilled/configured pgp/gpg wise, e.g. show
the output of
	(gpg --version || pgp -h ) 2>&1 | head -n 2
	tin -V 2>&1 | grep GP 
and if you did compile tin on your own the configure options you gave
esp. any --with[out]-{pgp,gpg} flags or if you use a binary from a
distribution state which one (and where to find the spec/deb/...-file).

the pgp/gpg support is very limited (and I haven't tested the gpg stuff
for ages as they tend to change the cmd.line opts and used files every few
years and drop support for older keys randomly). tin can just create/handle
inline (=non mime) pgp/gpg which is often unwanted on usenet. I suggest to
use headersigning via tinews.pl (that may have te same issues with recent
gpg versions, but might it might be easier to tweak) instead _if_ you just
want to sign your articles.
