The error message is still displayed.
The env check:
$ echo $GNUPGHOME
$ echo $PGPPATH
$ echo $HOME
/home/luc
So, both GNUPGHOME and PGPPATH are not defined, so it will go with HOME.
The permission check:

So, pubring.kbx is present and it is readable by all.
But something is fishy with ~/.gnupg dir permissions.
