tin (when readinfg via NNTP and not using the -q cmd.line flag) issues
a NEWGROUPS cmd. with the timestamp of the previous connection to that
server and the newsserver will respond with a list of new groups which
have been added to the server in the meantime. the connection timestamp
is stored in the
${TIN_HOMEDIR:-"$HOME"}/.tin/$NNTPSERVER${NNTPPORT:+":$NNTPPORT"}/serverrc
file (see tin(5)). ensure that this file is writeable for tin and check the
stored timestamp.

you could use -q to suppress issuing NEWGROUPS and/or check the time setting
of your system (and the newsserver, this might be possible via NNTP via
"DATE").
